Important Information

The Judicial Service is the professional activity carried out for the purpose of providing the execution of the authorities and functions vested to the Courts as well as bodies of Judicial Power by law. The Judicial Service is performed in the structural subdivisions and separated subdivisions of the Central Body of the Judicial Department. 

The Judicial Service positions are classified into the following groups:
1. highest positions of the Judicial Service;
2. chief positions of the Judicial Service;
3. leading positions of the Judicial Service;
4. junior positions of the Judicial Service. 

Positions of each of the groups of the Judicial Service are classified into 1st and 2nd subgroups. In addition, the 1st subgroup in the positions’ groups is the highest subgroup of the given group.
By the passport of the position of the Judicial Service are defined the functions of the servant occupying that position, his/her official rights and duties, contacts and representation, professional knowledge, abilities and work skills, as well as the requirements of the relevant experience of Judicial Service. Citizens of the Republic of Armenia who satisfy the requirements of the passport of that position of Judicial Service, who are 18 years old, are fluent in Armenian, irrespective of nationality, race, gender, creed, political or other views, social origin, property or other statuses, have the right to occupy a position of Judicial Service. 

The vacant positions of Judicial Service are occupied by competitive order, except for the cases stipulated by RA Law “on Judicial Service” (hereinafter Law).
In case if no winner is declared in the result of a closed competition, as well as for the junior vacant positions of the Judicial Service, an open competition is held, by the order defined by Law.
The appointment in a vacant position of Judicial Service attached to a judge is made by the presentation of the judge, without a competition. 

In case of arising a vacant position of Judicial Service, with the exception of the Head of the Judicial Department and junior positions of the Judicial Service, as well as in cases stipulated by Article15, part 3 of the Law, a closed competition is held to occupy that position. Judicial servants, who comply with the requirements presented by the passport of the given vacant position and persons included in the cadre reserve by the order defined by Law, can participate in the closed competition. The announcement for holding the closed competition is released within one week after the vacant position will arise, not later than one month before the day of holding the competition, in order to provide the reasonable possibility of being informed of that competition and participating in it. The mentioned announcement must be released in the official internet website of the Judicial Power. The closed competition is held through an interview during which the character of the evaluation of the activity of the competition participant is taken into account. 

In cases if no appointment is made in the result of the closed competition, as well as in cases of arising a junior position vacancy in the Judicial Service, the Head of the Judicial Department makes a Decision within three days period to hold an open competition for occupying those positions.
The announcement for the open competition is released not later than one month before holding the competition in the official internet website of the Judicial Power.
The open competition is held through phases of testing and interview. The testing may be held through computer or in writing. The tests are made up by the order defined by the Council of Courts Chairmen. Winners in the testing phase are declared participants who correctly answered at least 90% of the testing tasks. 

The interview is held for the purpose to evaluate the participant who was declared winner in the testing phase and to summarize the results of the competition. In the interview phase the participants are evaluated by every characteristic subject to evaluation, by points system.
In the result of summarizing the grades by the members of the Competition Committee, the participant who got most points is considered as winner of the competition. If more than one candidate has collected most points, then the person who has a competence to appoint to that position decides the winner. 

Not later than the next day after summarizing the results of the competition, the Competition Committee presents a summary record about the participant or participants who were declared winners in the result of the competition to the official, who has a competence to appoint to that position. Within three days after receiving the summary record, the official, who has a competence to appoint to the given position of Judicial Service, appoints the participant declared as winner in the result of the competition or one of the participants declared as winners, to the corresponding position. 

A double competition is held when
1. in the result of competition none of the participants collects the minimum amount of necessary points in the testing phase;
2. no application was submitted for participating in the competition;
3. any of the grounds defined in Article 17, part 4 of the Law is present in all the submitted applications;
4. none of the citizens who submitted application has shown up in the competition;
5. the competition was held by substantial violations of the order defined by this Law and by the Council of Courts Chairmen;
6. the competition was recognized as invalid by judicial order. 
The double competition is held on a universal basis. 

If the double competition is considered as unrealized or no winner is declared in the result of the double competition, then the given vacant position of Judicial Service is filled by persons from cadres reserve through interview by concluding a temporary employment contract. In case if there is no winner declared in the result of the double competition, the new competition is announced 2 months later. In open competitions announced for occupying the vacant positions of Judicial Service, the judicial servants, as well as the persons included in the cadres reserve can participate on a universal basis. 

Aspirants to positions in the Judicial Service should submit the following documents to Personnel Management Department of Central Body of RA Judicial Department:
1. a written application with the name of the Competition Committee, stating the position to which he/she aspires to;
The application form is attached to the present text, it is necessary to fill it in and to submit together with the rest of documents.
2. copies together with the originals of the documents certifying the satisfaction of requirements presented from the viewpoint of possessing professional knowledge and work skills for occupying the given position, such as diploma(s), certificate(s), work-book (in the case of the latter’s absence it is necessary to present a reference from the appropriate body);
3. male persons, also the copy together with the original of the military identification card or its substitute, a temporary certificate of attachment to the local military recruitment section;
4. a reference on not suffering from illnesses included in the list of illnesses preventing from exercising service duties and authorities in case of appointment to a position in the Judicial Service (according to the Decision of RA Government № 1535-Ü, on 08 November 2006);
5. two photos of 3×4 cm format .
6. copy of passport. 

The applicant personally submits his/her documents for participation in the competition, presenting a passport or other identification document. After accepting the documents, the applicants are given appropriate list of questions.
The applicants appear in the competition with a passport or other identification document.
Documents are accepted every day from 9:30 to 17:30 except for Saturdays and Sundays.
